DDS Texture Viewer

Hello i had this addon "HoW texture viewer" that is longer abandoned and i decide to update it.

- Fixed errors.
- Non updated dds list (yet)
- updated API version and info

USAGE:

cmd-> /ddsview show (to display the menu)
